One need look no further than Franklin Square for one of the country’s top neighborhoods, report the Norwich Bulletin. That’s because the American Planning Association (APA) has named downtown Norwich one of its Top 10 Great Neighborhoods of 2013. 

The organization pointed to decades of planning that have led to the “preservation, rehabilitation and adaptive reuse” of its historic buildings in naming Norwich to the list.  They also praised the city for a $3.38 million downtown revitalization bond approved by taxpayers to help bring more activity to the area by paying for code corrections and lease rebates.
