S.B. No. 946, “AN ACT CONCERNING REVENUE ITEMS TO IMPLEMENT THE GOVERNOR’S BUDGET”

If passed, this act will result in a sweep of Community Investment Act (CIA) funds: $15 million to balance this year’s budget (FY15-16) and $41 million for FY16-17.  These funds are used to support 1) farmland preservation 2) protect open spaces 3) historic preservation, and 4) create affordable housing.  The Community Investment Act provides the source funds for the Preservation of Place (POP) grant program.

Raiding these funds to balance the budget means less money for restoration grants, local preservation operating funds, building assessments, staff and more.

The Finance, Revenue and Bonding Committee will hold a public hearing on Monday, March 9, 2015 at 11:00 A.M. in Room 2E of the Legislative Office Building (LOB).

Testifying in Person
Public speaker order will be determined by a lottery system. Lottery numbers will be drawn from 8:00 A.M. to 11:00 A.M. in the First Floor Atrium of the LOB. Speakers arriving after the completion of the lottery will have their names placed at the end of the speaker list.

Please submit 25 copies of written testimony to Committee staff at 8:00 A.M. in the First Floor Atrium of the LOB. Testimony received after the designated time may not be distributed until after the hearing. Please email written testimony in Word or PDF format to FINtestimony@cga.ct.gov.

Other Information

  • The Committee requests that testimony be limited to matters related to the items on the Agenda. The first hour of the hearing is reserved for Legislators, Constitutional Officers, State Agency Heads and Chief Elected Municipal Officials. Speakers will be limited to three minutes of testimony and are encouraged to speak on the revenue section of the Bill.
  • The Committee encourages witnesses to submit a written statement and to condense oral testimony to a summary of that statement.
  • Unofficial sign-up sheets have no standing with the Committee. All public hearing testimony, written and spoken, is public information. As such, it will be made available on the CGA website and indexed by internet search engines.
